This article tries to answer two questions : 1) How does the cooperation between the Belgian and Flemish government work within the field of multilateral policy?; 2) How is the multilateral policy of the Belgian federation and the Flemish government received at the multilateral level? The Belgian constitution has foreseen a system in which all governments are equal. This has important consequences for Belgian delegations in multilateral fora : in 'mixed' dossiers, no government has decisive power. Thus, all Belgian governments (...) are objective allies in guarding the externally projected image of the federation. It is argued that the so‐called principles of “strong centering” and “weak centering” central to the traditional Lewis‐Stalnaker semantics for counterfactuals are both fallacious. A foundation for an alternative semantics without these prinsciples is outlined. The core idea is that the statistically normal worlds – rather than those worlds most qualitatively similar to the actual world – should serve as the semantical fulcrum.

Many people greet evidence of biologically based race and sex differences with extreme skepticism, even hostility. We argue that some of the vehemence with which many intellectuals in the West resist claims about group differences is rooted in the tacit assumption that accepting evidence for group differences in socially valued traits would undermine our reasons to treat people with respect. We call this theegalitarian fallacy. We first explain the fallacy and then give evidence that self-described liberals in the United States (...) are especially likely to commit it when they reason about topics like race and sex. We then argue that people should not be as worried as they often are about research that finds psychological differences between men and women, or between people of different racial or ethnic groups. We conclude that if moral equality is believed to rest on biological identity, ethnically diverse societies are in trouble. (shrink)

The topics of serious leisure and subjective well-being have been discussed extensively in previous research. It is generally acknowledged that people prefer to experience deeper satisfaction and happiness through serious participation in leisure-time physical activities. However, it is essential to examine the relationship between serious leisure and subjective well-being in an urban setting as well as the mediating effect of leisure satisfaction. Data were collected from 447 recreational runners at the 2018 Wuxi International Marathon event in China. The study results (...) showed that serious leisure was positively associated with leisure satisfaction and subjective well-being, that leisure satisfaction was positively associated with subjective well-being, and that leisure satisfaction completely mediated the relationship between serious leisure and subjective well-being. Running group membership significantly affected the path from serious leisure to leisure satisfaction, while other demographic variables (e.g., gender and education) did not moderate any paths. These results help explain the intricate relationship between serious leisure and subjective well-being and offer theoretical and managerial implications for serious leisure. (shrink)

In recent years, due to factors such as rising sea levels, several island nations such as Maldives, Tuvalu, Kiribati, and the Marshall Islands are in danger of disappearing completely. When the land of an island country disappeared, the human rights protection of Environmentally Displaced Persons in the migration process and the possible loss of their unique culture, language, and lifestyle have aroused great concern. We call such Environmentally Displaced Persons as EDPs. This study selects the EDPs’ data of 241 countries (...) or regions from 2008 to 2018, establishes an ARIMA model, and predicts the future population of EDPs. By combining the influencing factors of cultural loss, the risk assessment model of cultural loss is established to evaluate the possibility of cultural loss during the migration process of EDPs. We have established a Bayesian Network and a Fault Tree Model to demonstrate the improvement brought about by the implementation of policy recommendations from both qualitative and quantitative perspectives and use the method of fault tree analysis to illustrate the importance of policies from the degree of probability reduction after policy changes. Finally, based on the above model establishment and data analysis, corresponding countermeasures are proposed to protect EDPs’ human rights from being violated and their culture will not be lost. A new three-order piecewise function was used to smoothen the model of Support Vector Machine( SVM) and a Third-order Piecewise Smooth SVM( TPSSVM) was proposed. By theory analyzing, approximation accuracy of the smooth function to the plus function is higher than that of the available. When dealing with the multi-class problem, a coding method of multi-class classification based on one-against-rest was proposed. Principal Component Analysis( PCA) was employed to extract the main features of face image set, and multi-class classification of (...) smooth SVM was used for face recognition. The experimental results on ORL and FERET face databases show that the recognition rate of smooth SVM for multi-class classification is better than the traditional identification methods. (shrink)

What is the interplay of high-tech industrial agglomeration and urban innovation? How does high-tech industrial agglomeration affect urban innovation? What are the heterogeneous effects of high-tech industry agglomeration on urban innovation in different conditions? To answer these questions, this paper analyzes the interrelationship between high-tech industry agglomeration and urban innovation based on panel data of China’s Yangtze River Delta urban agglomeration from 2010 to 2019. We discuss the influence mechanism of high-tech industrial agglomeration on urban innovation by exploring the mediating (...) effect of industrial structure optimization and the threshold effect of industrial attributes. The heterogeneous impact of high-tech industry agglomeration on urban innovation is also been further studied. We find that the interaction relationship between high-tech industry agglomeration and urban innovation output is positive. The advancement of industrial structure plays a positive intermediary role between high-tech industrial agglomeration and urban innovation output, while the rationalization of industrial structure shows a suppressing effect. There are different threshold effects between capital intensity and technology intensity. The influence of high-tech agglomeration on urban innovation is positive only when the capital intensity exceeds 1.125. However, the influence is always positive in different levels of technology intensity, significantly. When the technology intensity is higher than 9.012E − 06, the degree and significance of this positive impact would decrease. There are heterogeneous impacts of high-tech industry agglomeration on urban innovation output in the Yangtze River Delta urban agglomeration in different time stages, urban innovation development stages, and urban circles. In this note we shall show that if L is a balanced pseudocomplemented Ockham algebra then the set ${\fancyscript{I}_{k}(L)}$ of kernel ideals of L is a Heyting lattice that is isomorphic to the lattice of congruences on B(L) where ${B(L) = \{x^* | x \in L\}}$ . In particular, we show that ${\fancyscript{I}_{k}(L)}$ is boolean if and only if B(L) is finite, if and only if every kernel ideal of L is principal.

The consistent tanh expansion method is successfully applied to the coupled integrable dispersionless system. A nonauto-Bäcklund transformation theorem includes two fields f and v 1 is obtained by using the CTE method. One obtains the consistent condition in the nonauto-BT theorem by means of the relation between the fields f and v 1. The CID system possesses the CTE solvability property by some detailed analysis. Many interactions between one soliton and multiple resonant solitons, and between one soliton and cnoidal waves (...) are generated by using the nonauto-BT theorem. The types of bright and gray two front waves are shown by some figures. In the meanwhile, the nonlocal symmetry is obtained by the truncated Painlevé method and the Möbious invariant form. For years, experimental philosophers have attempted to discern whether laypeople find free will compatible with a scientifically deterministic understanding of the universe, yet no consensus has emerged. The present work provides one potential explanation for these discrepant findings: People are strongly motivated to preserve free will and moral responsibility, and thus do not have stable, logically rigorous notions of free will. Seven studies support this hypothesis by demonstrating that a variety of logically irrelevant (but motivationally relevant) features influence compatibilist judgments. (...) In Study 1, participants who were asked to consider the possibility that our universe is deterministic were more compatibilist than those not asked to consider this possibility, suggesting that determinism poses a threat to moral responsibility, which increases compatibilist responding (thus reducing the threat). In Study 2, participants who considered concrete instances of moral behavior found compatibilist free will more sufficient for moral responsibility than participants who were asked about moral responsibility more generally. In Study 3a, the order in which participants read free will and determinism descriptions influenced their compatibilist judgments—and only when the descriptions had moral significance: Participants were more likely to report that determinism was compatible with free will than that free will was compatible with determinism. In Study 3b, participants who read the free will description first (the more compatibilist group) were particularly likely to confess that their beliefs in free will and moral responsibility and their disbelief in determinism influenced their conclusion. In Study 4, participants reduced their compatibilist beliefs after reading a passage that argued that moral responsibility could be preserved even in the absence of free will. Participants also reported that immaterial souls were compatible with scientific determinism, most strongly among immaterial soul believers (Study 5), and evaluated information about the capacities of primates in a biased manner favoring the existence of human free will (Study 6). These results suggest that people do not have one intuition about whether free will is compatible with determinism. Instead, people report that free will is compatible with determinism when desiring to uphold moral responsibility. Recommendations for future work are discussed. (shrink)

Regarding the continuous development of high-speed trains and the increase of running speeds, the aerodynamic design of high-speed trains has become significantly important, while reduction of drag and noise comprises a significant challenge in order to optimize aerodynamic design of high-speed trains. The design form factor of a high-speed train is highly influenced by aerodynamic aspects including aerodynamic drag, lift force, and noise. With the high-speed train as the object, the paper aims to take bionic concept as the entry point, (...) selecting the hummingbird as the bionic prototype and extracting bionic elements to establish a bionic train model. Then, the finite volume method was used for numerical simulation and analysis of the aerodynamic performance and aerodynamic noise of the bionic high-speed train. Computational results prove that drag and noise of the bionic head type were lower than those of the original train; drag of the head train of the bionic model was reduced by 2.21% in comparison with the original model, while the whole-train drag was reduced by 3.53%, indicating that drag reduction effects are available and implying that the bionic head type could reduce drag and noise. Noise sources of the bionic train are mainly located at positions with easy airflow separation and violent turbulence motion. Large turbulence energy is in bogie areas and mainly exists at the leeward side of the bogie area. Obviously, the bogie area is the major noise source of the train. Aerodynamic noise of the bionic train in far-field comprises a wide-frequency range. Noises were concentrated within 613 Hz~3150 Hz. When the bionic high-speed train ran at 350 km/h, through comparative analysis of total noise levels at observed points of the high-speed train, it is found that this position with the maximum noise level was 25 m away from the head train nose tip, with the maximum value of 88.4 dB. When the bionic train ran at 600 km/h, the maximum sound pressure level at the longitudinal point was 99.7 dB and the average noise level was 96.6 dB. When the running speed increased from 350 km/h to 600 km/h, the maximum noise level increased by 11.3 dB and the average noise level increased by 11.6 dB. Computation results of aerodynamic noise at the point which is 7.5 m away from the rail center show that the maximum aerodynamic noise level existed at the first-end bogie of the head train, while the noise level was larger at the position closer to the ground.
